The Student Union project will provide the College with a facility that will cater to the social and organization needs of the student population. The estimated project cost is $16,200,000.
Instructional Building/ Allied Health
The facility will primarily contain Vocational and Registered Nursing training for Health and Nursing services.

Welcome to the Measure L website. We are excited to share with you the dedication of the citizens of Lemoore and their endeavors in achieving excellence in education for West Hills College Lemoore.
West Hills Community College District (WHCCD) refunded local bonds that will save local taxpayers nearly $2.8 million. Dale Scott Company (DSC) served as the financial advisor to help the district refund the bonds and take advantage of lower interest rates without lengthening the payback period.
WHCCD refunded $14,275,000 of general obligation bonds. By reducing the average interest rate more than a third, from 6.22 percent to 3.97 percent, the refunding will save local taxpayers $2,786,226. The bond measures, which were approved by voters in 2008, have provided financing for construction and facilities improvement projects at West Hills College Lemoore and West Hills College Coalinga. In the June 2008 election, West Hills Community College District was successful in obtaining authorization from the voters within School Facilities Improvement District No. 3 to issue up to $31,000,000 aggregate principal amount of the District’s general obligation bonds, pursuant to a 55% vote. The election was conducted under Proposition 39, chaptered as the Strict Accountability in Local School Construction Bonds Act of 2000, at Section 15264 et seq. of the Education Code of the State (“Prop 39”).
Measure L provides financing for long-term construction and facilities improvement projects within the supporting communities of the SFID. Property owners will pay less than $25.00 per year per $100,000 of assessed valuation of their property.
School Facilities Improvement Districts (SFID) are an option for School Districts in California for specific projects within a School District. They allow a district to design specific “assessment” to address the special needs of the specific communities within their boundaries. Part of the SFID process requires specialized Land Surveying & Mapping Services to create these new Districts. School Facilities Improvement District No. 3 consists of Lemoore, Avenal, Riverdale and the surrounding communities.
